Highland Partnership Network LLC (HPN) is a mission-driven social enterprise working to strengthen youth, families, and communities
throughout the Allegheny Valley through education, prevention, early intervention, and collaborative community solutions.
THE HPN STORY
HPN's roots are grounded in decades of community work throughout the Allegheny Valley. That history includes the leadership of Ruth Fox, former CEO of Allegheny Family Network, whose longstanding work with children, families, and community partners helped foster the collaborative spirit that inspired the original Highlands Partnership Network community initiative in 2018.
When that initiative later concluded, Autumn Monaghan and Christa Jones carried its vision forward in a new direction, founding Highland Partnership Network LLC as a separate, independently owned, mission-driven social enterprise. Today, HPN builds on that spirit of connection while creating sustainable programs, partnerships, and practical solutions designed around the evolving needs of youth, families, and communities.
The organization is new. The commitment to this community isn't.

BUSINESS WITH A PURPOSE
HPN is a for-profit social enterprise: a business built to create both sustainable revenue and measurable community impact.
Unlike a traditional business focused primarily on generating profit, HPN uses an entrepreneurial approach to advance a community-centered mission. We develop programs, enter public and private service agreements, build partnerships, pursue mission-aligned revenue, and reinvest resources into the people, programs, systems, and infrastructure needed to strengthen our impact.
Our model gives HPN the flexibility to respond to community needs while building the financial sustainability necessary to keep effective solutions available for the long term.

HPN's model includes both mission-aligned business activities and charitable community initiatives.
For eligible charitable activities, HPN works in partnership with the Allegheny Valley Association of Churches (AVAOC), which serves as HPN's fiscal sponsor. This relationship provides a charitable pathway for eligible grants and donations requiring a 501(c)(3) recipient while providing additional fiduciary oversight for those funds.

We don't build programs simply because funding exists. We build solutions when community need, evidence, partnerships, readiness, and sustainability tell us they make sense.

Our goal isn't to become the biggest organization in the room. It's to become a trusted part of the community's infrastructure by connecting people, strengthening what's already working, and building solutions where they're needed.
THE PEOPLE BEHIND HPN
HPN is led by sisters Autumn Monaghan and Christa Jones, who founded Highland Partnership Network LLC to build practical, sustainable solutions for youth, families, and the broader community.
Our work is also deeply influenced by our mother, Ruth Fox, whose decades of leadership and service to children and families helped shape our belief that lasting change starts with listening, building relationships, and bringing people together.
Together, we bring different experiences, perspectives, and strengths, but we share the same commitment: to the community we call home and the people who live here.

Organizational Note: Highland Partnership Network LLC is an independently owned Pennsylvania limited liability company and is a separate legal entity from the former Highlands Partnership Network community initiative previously supported by Allegheny Family Network. HPN partners with the Allegheny Valley Association of Churches for eligible charitable activities through a fiscal sponsorship relationship.
